How to acces content stored on PC from my Samsung smart TV 2015 through wired home network?

Hi everyone!
Is there a way to share content from PC through wired home network to Samsung smart TV produced in 2015? I found the Plex as one of the options, but every video must be transcoded before playing and I'm not shure is it really playing in 4K...
I'm trying to access my content stored on PC the same way as I would do from another PC in my home network.
Samsung have a "Smart view" app and it can stream through wireless network, but the catch that I don't like is that user must agre with their TOS. In TOS Samsung ask you as a user of their software to agree with something like - they can access (which is obviously needed) and use!!! your (even private) content as they wish?!!! Is there anyone in his right mind who would agree with this? So....
Does anyone found a solution without using third party software or storing files in so called "clouds" or whatewer? Just TV to PC connection. My TV can play almost any video and audio format, so why do I need any "transcoder" or such?

Solution
Enable / install DLNA server on your PC. Plex is one option, I am using this one with quite good success. There are many more (even Windows has one, look for "Media Sharing").

If transcoding is needed, it means that your TV did not report properly what it can, so the server "helps" it by transcoding. Several DNLA servers allow for per-device configuration.
