That cpu with that motherboard needs the latest bios so make sure it's on it,it probably isn't. Also imo just get ddr4 ram+ a suitable board and sell this ddr3 kit you have.
For a budget build like that look at the pentium G4560 for instance+B250board and 2x4ddr4 kit.This cpu should already save decent money and with the old ram sold should you cover new ram.
