Video card driver issues first, cant even boot into safe mode now.

So around a week ago my laptops screen suddenly started flashing then i got a bsod saying that atikmpag.sys has failed + video tdr failure.
After some time spent with googling i managed to boot into safe mode, delete my current video card driver using ddu, and thus i actually managed to boot into normal mode but i obvoulsy havent had any video card driver installed.
When i tried to install one, either during the installation or right after finishing the installation my screen started flashing then i got a black screen had to force shut down the computer and at the next boot i encountered the same bsod again.
(on a side note i think i should mention that in the ddu log files i noticed that oem5 couldnt have been deleted for some reason)

After trying to achieve somerhing with this same method i am now at the point when i cant even boot into safe mode without a bsod.

Im currently only able to see the advanced startup settings and had the idea of resetting the pc.
And i cant do even that because after it gets to the screen where it says "resetting this pc 14%" the reset fails.

Ive read that it is due to system hives being corrupted so i tried to rename them in the command prompt but i wasnt able to do that because appearently they were being used by a process.

So at this point im really lost, i would love some ideas on what i should do.

(Btw i know that doing a clean install is an option but i would really just save that as a last resort and fix the issue somehow else if possible because this is my only computer so i wouldnt be able to a create a bootable disk by myself only with help of family members but that would take a lot of time to arrange a meeting.)

Oh and im using windows 10 64 bits, and its a packard bell easynote tk81 laptop with the amd radeon hd 7400M video card.
