So I'm currently using an AMD Phenom II X2 B59 in a ga-78lmt-usb3 motherboard. I have updated the motherboard to current bios to support the AMD FX 8320. So when I'm using the AMD Phenom II X2 B59 and it works fine... I went to install the AMD FX 8320 turned it on and nothing. The computer fans turn on and it stalls and the monitor goes to power saving mode. It's not my monitor not. Help...
Ga-78lmt-usb3, 500watt supply. The AMD Phenom II X2 B59 uses 80Watts and the AMD FX 8320 uses 125Watts. Power Supply Upgrade? RMA CPU? RMA motherboard? IDK!

Solution
Your motherboard is good, and the latest bios supports the FX-8320.
500w should be sufficient, and the 125w is not going to show up at boot time.
I suspect the cpu needs to be returned.

FX-8320 is a good value for batch apps that can be multithreaded.
If you intend this for a gaming cpu, I would not spend money on the FX upgrade.
Go intel now or wait for ryzen.

If the processor is RMA how do I return it and what would you remind for a good am3+ processor that is the same price of the FX-8320?

I would return it to the seller if I could.
Past that, I do not know how you rma a amd product.

There are All FX cores have about the same performance, about a 1500 passmark rating. Fx-8320 is about as good as anything.
Your X2-B59 has a single thread rating of 1137.
The cheapest kaby lake processors are about 2000.
I would not invest much on an obsolete platform.
