Yesterday my friend assembled a pc for me and when we plugged the HDMI cable into the back of graphics card and into the monitor I have received the "No signal" prompt. I have been trying everything. -Removed the RAM and replaced them into 2&4, 1&2, and 3&4 -Unplugged from power and held down power button for 1 minute and turned back on -Checked to see if anything was unplugged -Tried using the VGA on both the motherboard as well as the graphics card

Hello... Yes... Or even DVI input/cable... typically you have to manually set the Monitor input to the one you want to use... after you got a Video screen working... you can set/enable the MB BIO's for ext PCIe/video card or Both (save&exit), power down and install the Video card for use on the next boot or just OS use.
Hello... The CPU has a Intel® HD Graphics 630 on-board and a new MB/BIO's will default to this and an output from one your MB connectors.

I would suggest removing the Video card and booting without it... enter the setup screen on your monitor and verify it is set for the cable type/input to it.

Hello... I would suggest getting the computer and OS installed/working using the CPU/MB video output... as adding the Video card later is very easy step to do then... as there will be only two more drivers needed too add to the OS system... after a BIO's setting change.
