CPU Cooling Doesn't Work?

I recently had issues with my old gammaxx 200 cooler for my I7 4790. The idle temps were 50s and temps could go up to 90s and even 100. So i got a new cooler, the Cooler Master Hyper 212 Led.

Temps were 31-32c most of the time even under load, during more heavy task, 60c max. Then for some reason after i shutdown the temps went back to bad. 50c during idle etc.

I dont understand, is this suppose to happen? is my motherboard spoilt? Or the thermal paste dries up real fast? Im using RealTemp 3.70.

Here are the full specs of my computer:

i7-4790
Coolmaster Hyper 212 Led
Zotac GTX 1070 8GBDDR5 mini
H97 PC Mate Motherboard
FSP Hexa Core 550W 80+
2X 8GB DDR3 1600Mhz DDR3 RAM

Currently not on my home computer, but ill check it when i get back home.

I noticed that the clock speed would jump up to max 3600mhz under 15% load. The cpu load also fluctuates frequently from 4-15-30% for no reason when no programs except windows are used. No virus as well and windows firewall has been turned off.
