CPU Won't Overclock to 4.7GHz (According to Task Manager)

I'm trying to get my CPU to 4.7GHz overclock and all my other programs say it is 4.7 except Task Manager which shows it clocked at 4.66Ghz. I tried increasing BCLK to 103 instead of 100 and task manager read it at 4.66GHz still, while other read it at like 4.82Ghz... I don't know what the issue is here. This also happens when I put the OC to 48 - task manager says it's at 4.75 not 4.8. I turned off Intel's Speed Step and disabled my CPU's cstate.

This is the same with a load of programs, e.g Minecraft, basically they just take the base clock and use it off that, you shouldn't be worried on if it is 4.7 or not, if you overclocked it, you overclocked it.

UPDATE: that is something else, what is happening is that task manager is displaying inaccurate data, what happens is that software can't always get an upmost answer on what clock something is, this is mainly because Intel believes it is an irrelevant feature to find how accurate something is, as I said before, your overclock is your overclock, same with mine actually, I do 4.7ghz and task manager only displays at most 4.68. even if it was at 4.66, you shouldn't be too worried, there would be at most 0.01% difference in performance.
