Two GTX 1070s with different issues

So, recently my friend went through two new Nvidia GTX 1070s with different issues and they ended up giving him a free 1080 because they ran out of stock in the 1070s and it's working fine. Lucky him! Well anyway, he gave me the two 1070s and said if I can get them to work they are mine. I'm currently running a 780 and I like a challenge so I figured why not. I want to reach out to the community and see if anyone has ideas on how to fix the issues they are having.

The first one is a normal edition. When I attempt to boot up I get fans and lights but my motherboard hangs on a 62 error code which is the same issue my friend had. The code is a handshaking error between the GPU and Mobo. After about 30s it goes to A0 which is my fully functioning LED code but still no picture. My monitor shows a signal but there is nothing on the screen. I have tried HDMI & DVI connectors thus far.

The other one is a Strix founder's edition with factory OC. This card doesn't light up or turn on the fans and gives no signal as well obviously. I am hoping that perhaps a BIOS tweak will get this card the power it needs.

I still have a few ideas to try out on both of these but I wanted to reach out and see if anyone has some suggestions before I begin the troubleshooting process. This is my first time posting here so please let me know if I left out any important details or anything is unclear so I can improve my posts in the future.
