I haven't over clocked it just want to know what's a good temp range out of box I understand the i7 7700k runs hotter than previous models. Right now it's showing 25-35c at desktop and in games 65-75c is that high, fine, or good?
Maximum temperature for that CPU Die is 100°C (source). It will throttle itself down long before it gets close to that. If you keep it under around 80°C, you should be completely safe with not throttle downs.
You should be safe, but if you want to be safer, I would get slightly better cooling or you should de-clock it just a 100mhz or two. Past 80C is past the safe zone.

A) Entirely up to you. I'd probably add a second exhaust in there somewhere.
B) Shouldn't be necessary, but you can if you want.
C) No. Nothing like that. Moisture would kill the system.
