Only case fans power on!! Help!

Hello everyone, hope someone can help me.
I've built a new PC with the following specs:
-Intel core i5 6600k overclocked to 4.3Ghz 1.270 v core
-Gigabyte GTX 1060 6gb
-Gigabyte z170 gaming 3 Mobo
-Patriot ddr4 16gb RAM
-Kingston 120gb SSD
-Western digital 500gb HDD
-Coolermaster 212evo
-Corsair CX450 PSU
-Win 10 home
I've been playing normally for about 1 month until the last week when I experienced something very weird . I turned on my computer as usual but instantly I noticed everything was shuted down except for the case fans and the case illumination ,also the HDD led was blinking but no beep , no booting even the CPU fan was completely stopped and GPU also was off. I've had some kind of problem with a CPU but that time the CPU fan turned like for a second and then the computer shuted down . This time is different cause the computer keeps on,I turned it down manually , then some hours later I tried to show to a friend the problem but it started normally , it booted and everything . I assumed nothing happened but some days later the computer made the same thing.
The fail comes when powering on , I have not experienced crashing or something.
I don't know if there is a problem with PSU underpower (450w)or a problem with CPU .
I consider important to mention that when I was installing the CPU some thermal paste squeezed out of the edge of the CPU but not to much.

Solution
First of all, provided we're talking about the CX and not the CXM series, the CX series of PSU's aren't reliable and the stickered info on the PSU isn't it's maximum power output. It's more in the range of less than 350W. Second, your PSU is under powered for the system you own. You should swap out the unit for a more reliable unit that has at least 550W of power for headroom instead of going for the bare minimum. You're overclocking the system so that is why I added another 100W's of power and you should look as close to Tier 1 units for longevity and reliability, remember the PSU is considered to be the heart of the system, you don't want the system to have a heart attack.

Speaking of the thermal paste run...

Speaking of the thermal paste run off, you may need to inspect and see if the TIM got through to the CPU socket. It'd also be a good idea to see if any pins on the socket got bent.

Thank you for answering , I ll consider your opinion and look forward into buying a better PSU .
I was suspecting of a lack of power but I was not very sure. thanks again.
