The H7 is a good budget cooler but but it's completely inadequate for a 9590. The 9590 is a poor choice aswell.

This build is $25 more and has a better CPU, and it can be made cheaper if you don't want to OC.

FX is not the way to go on a new build today.
In particular, a FX-9590 is a terrible joke, it is over priced, over heated, under reliable, and an under performer.

Today, buy Intel kaby lake , a 200 series motherboard, and ddr4 ram. It will cost no more and perform better.

If you are an amd fan, stick it out for a month or two and see what ryzen brings.
