Graphics Card Bottleneck

I just recently purchased a GTX 1070 ( https://www.newegg.com/Product/Product.aspx?Item=N82E16814487248 ). I've had it for about 2 weeks now an honestly I haven't noticed much of a difference in my fps and performance but I know I should see a dramatic difference in both of these categories. When I purchased this card I was told by Employees at Micro Center that "It was compatible with my Motherboard and CPU" and me not knowing a lot about computers bought it. I've now done my research and realized while yes its compatible but, I'm not utilizing the full extent of my GPU. I realized that need to do some upgrades to my PC because I would like to keep this awesome Card (Which I got at an unbeatable price). I would like to keep my CPU if possible. Recommendations for some components that would make my PC run at its best at an affordable price would be appreciated .

well.. it is actually a very old PC for that piece of savagery that is the gtx 1070... However... there is a chance to get more out of the gtx 1070... BUT it could be kinda risky unless you have a watercooler connected to your CPU. and its Overclocking the CPU and the Rams... I would kindly say a 20% of additional performance... Still... you will not get its full potential.
You have 3 options actually...
-Return the card and tell them that they scam you cause IT WAS COMPATIBLE INDEED but thats not Fully compatible since you are only using a % of the total performance it offers.
-Build a new PC, except for the case, the PSU and ofcourse the GPU you will have to purchase latest mb,processor and ram.
-Overclock the hell out of your PC (it...
