Temperature jump from 28 to 38 degrees on idol and weird clicking noise?

My CPU was fine Thursday. Yest when I used it the temperature has jumped from 28 to 38 degrees on idol and I hear a click sound. I have a corsair water block on the cpu and the evga hybrid 1080. The cpu temp is reading at 38 degrees, vrm 43 degrees, pch 45 degrees, mobo 31 degrees, gpu slot at 36 degrees. Can anyone tell me what the issue is?

Edit: When I touch the water cooling cables for the corsair they feel warm and so does the radiator.

38 degrees is a little high/ normal for a cpu at idle. I imagine you noticed the 28 degrees right after turning on the pc, unless you need to re apply thermal compound to the block that cools the cpu. The noise is probably coming from your pump.

Its been at 28 degrees since i finished it 2 months ago. I would let it boot fully and it would stay between 28-30 degrees. I also never heard the clicking sounds until yesterday.
