I upgraded to BT Fibre Optic Broadband but my internet speed is still really slow, why?

So I recently upgraded my internet to BT Fibre Optic Broadband, and on the BT website I was quoted a minimum speed of 27mb for my house. Before I upgraded 'SpeedTest.net' consistently told me my dowload speed was about 6mbps and my upload was about 0.8mbps. Initially when my broadband was switched, the speed went straight to 21mbps, which was not what I was quoted. The BT website said that there is a 10 day period where the speed may go up and down, but its now been over 3 weeks and my speed is ranging between 3mbps down and about 1.5mbps up, which is nowhere near the 27 I was quoted on the website.
If I am watching a YouTube video, my brother is unable to play an online game, and considering the internet plan we have just upgraded too, I would assume we would have enough bandwidth to handle this.

This just makes me think that there is something wrong, do you agree?

I am using the BT smart hub that they sent to us, and these tests where conducted across a range of devices included ethernet and wifi.

Is there anything else that might be affecting the speed or do you think I should just ring BT and ask them why, could this be a problem with our local box or something?

If this is using wired ethernet and not wifi then there is a hardware problem somewhere, either your router, your fiber-converter-box or an issue with ISP

If using wifi then you should test with hard wired as any number of variables can cause issues with wifi.

Solution
Since this used to work, I say there is nothing fundamentally wrong with your LAN, UNLESS you have made changes and are not disclosing.

Hook something up DIRECTLY to the ISP modem bypassing your LAN, with a CAT5. If still bad speed, nothing else to do than complaint to the ISP.
