CPU usage increases after new thermal paste

I have recently applied new thermal paste and realized my pc was slowing down. I went to task manager to see the performance and the CPU usage was spiking from 70% to 100% when it used to be 30% CPU usage, is this normal or should check this out more?
 
Solution
Something besides your thermal management has changed. I can't magically tell you what has changed. You will have to do the testing, do the research. Start with booting into safe mode with networking. Does it happen then? Have you run a full malware scan? Have you looked at the items that run at startup and in the run once tabs in msconfig? There is no way to remotely diagnose a CPU load issue.

I'm not sure what happened. Even when i am doing simple tasks like going on chrome, the CPU usage is still at 80% (CPU is a core 2 duo e8400) i dont think this should be happening.

I went into msconfig and for some reason it was set to boot only one core so I changed it to boot with both and that fixed it. Thanks for your help.
