G4560 - Why Was Overclocking Disabled?

The g4560 could've been so much more had it allowed overclocking like the g3258. Did Intel anticipate a possible threat to their i3-i5s had this chip allowed overclocking capabilities?

The G3258 was a special anniversary edition and was the exception not the rule when it comes to overclocking ability on Pentiums for the last several generations.

I would've expected exactly the same feature from their previous gen of Pentium: overclocking.
