Computer Won't Wake From Sleep With Graphics Card Plugged In

After about 3 months my computer started having issues booting and waking up from sleep. I had made no immediate changes to my system I am aware of.

Build:
Case: CORSAIR CARBIDE 200R Case
PSU: EVGA SN 650P2 80+P FM ATX PSU
Wireless Adapter: TPLINK AC1900 WRLSDB PCI-E ADPTR
CPU Cooler: COOLMAST HYPER T4 CPU COOLER
MOBO: ASUS Z170-AR LGA1151 ATX
GPU: EVGA GTX1070 FTW DT 8GB ACX3.0
CPU: INTEL CORE I7-6700
SSD: SAMSUNG E 512GB 950PRO NVME M.2 SSD
SSD: SAMSUNG 850 EVO 500GB SATA
HHD: HGST HTS721075A9E630
HHD: Hitatch HTS725050A9A364
RAM: CRUCIAL 16GB 2X8 D4 2400 SPLT CL1

The first time I experience a problem the computer failed to wake up, so I shut it down and rebooted. When the computer booted there was an error message "Power supply surges detected during the previous power on. Asus Anti-Surge was triggered to protect the system from unstable power supply unit."

The error screen prompted me to go to the BIOS but I didn't identify anything wrong. After shutting the computer down again it failed to boot and the cpu and dram lights would alternate staying solid red.

I checked the ram by test the sticks individually in the different slots and didn't see any changes. When I unplugged the graphics card, the computer successfully booted and was able to sleep and wake up.

Believing the graphics card to be the problem I RMA'ed the card, received a new one and experienced the same error message and following failure to boot.

Following this I RMA'ed the PSU, and bought a Tripp Lite 1500VA Smart UPS Back Up in case the there were voltage spikes not the PSU and surge protector couldn't deal with. The computer worked for a day and then I received the same error message "Power supply surges detected during the previous power on. Asus Anti-Surge was triggered to protect the system from unstable power supply unit."

ASUS support recommended updating the BIOS and reseting the CMOS. I did both and experienced no change.

I also unplugged everything but the 1 stick of RAM, the CPU+CPU Fan, and the m2 SSD and added everything back and the computer would boot, sleep and wake up fine until I added the graphics card.

So to recap, with the CPU, CPU fan, 2 sticks of RAM, 2 SSDs, 2 HHDs and the graphics card, the computer will boot, without error. However, when its put to sleep it won't wake up and the CPU light and DRAM light alternate shining solid red.

I just tried to call Asus motherboard support and sat on hold for an hour and had the call ended before I could talk to anyone.

Should I replace the motherboard?
Is this a BIOS setting problem?
