Windows 7 boots startup repair when there isn't a problem

Windows 7 keeps wanting to boot startup repair, but when I start windows normally it starts up fine. And when I boot the startup repair, it says it could not detect a problem. Regardless of how many times I boot either, it continues to want to launch startup repair.
Is there a way to turn off startup repair? Thanks.
 
Solution
Open command command prompt as admin and run command .. sfc /scannow

This will test the integrity of the Windows files and reset the error flag.

If it still continues, then a clean install or a check HDD for defects.
I oft see or get calls when this happens to folks ... on Win 7, I just ignore it, restart and tell it to start normally.... the 2nd time it will boot up fine 99% of the time. If it keeps happening insert you media and doing the repair is the faster option... if that doesn't work, all that's left is a fresh install.
