Scientifically speaking...yes the cpu can get too cold to boot. But this only happens under extreme cooling LN2 or dry ice. (some people are even using liquid helium) Some motherboard manufacturers even include a jumper or switch on the board that changes how the boot operates at ultra low temperatures to allow the CPU to overcome this low temp issue. All of that happens at well below freezing, your PC is just comfortably cool.
Like grana92 said that doesn't sound like the CPU temp. It looks more like ambient temp. So perhaps that is the case temp or potentially a SSD/HDD temp. The CPU package I would expect to be running at least over 30c under load. Unless you have an oversized or otherwise extreme cooling system for your PC.
