How can I configure my new HP8460p laptop to make myself the owner/administrator and remove hp as the owner/administrator?

I just purchased a refurbished HP8460p 64 bit laptop computer and am trying to establish myself as the owner/administrator and remove hp as same.
I created an account for myself but the hp account still remains and everything still goes into it instead of CAG.
I tried deleting it and it still comes back.
I moved everything from hp to CAG and it worked. BUT, when I rebooted the system, everything went right back into hp.
What can I do?

if you just purchased the laptop why not just do a system recoery? or just rename the HP account to whatever name you wish

1. Create a set of backup installation DVD's / USB pendrive.
2. Download all the drivers and any wnated apps from HP.
3. Get yourself an ISO of your Windows version, W10 use https://www.microsoft.com/en-gb/software-download/windows10
4. Use this tool to take note of activation key http://www.rjlsoftware.com/software/utility/winproductkey/ W8/W10 will autoactivate.
5. Install a clean build and no bloatware.

Your stating it automatically logs in as the hp admin account correct?

No, when you do a clean build, it will ask you to create your own account and optional password, which becomes the administrative user.
