High GPU usage while gaming

Hello,
I've recently tested a single GTX 1070 with the processor 4690k@3.5 Ghz. Few tested games like GTA 5 (Multi-player), Resident Evil Biohazard. I found GPU usage took 90-95% (Fluctuated in some areas) Temp remains under 60-65C, while CPU usage showed 70-80% in the same time that's GTA, but most of the times the GPU usage staying under 70% while CPU 92% or above, though in second case i was bottlenecking my game by my CPU.

Where as, The Resident Evil Biohazard showed a constant 98-99% of GPU usage with the Temp. spotted around 68-70 C and CPU usage remained around 60-70 %.

I want some expert's view on this. Need to clarify what exactly the problem is though i know if that's the case then i might be bottlenecking by my GPU which will be hard one to believe.

Looks normal to me.
Some games are more CPU dependant then others.
If your worried about a bottleneck with what you have your not thinking right.
You will never build a PC without a bottleneck nobody will. And the part that is the bottleneck can change in the same PC when doing different tasks.

not at all. games like gta have a lot going on at once, a lot of people and cars and buildings that all need textures and ai and animations and all that fun stuff and as you're driving theyre all coming in to view quickly. this uses a lot of cpu power to keep up with. less so in a game like resident evil.

it is not unusual for the gpu usage to spike towards 100%. what it comes to, is if the game is demanding more horsepower, the gpu is going to ramp up as much as it can to meet it, stopping when it reaches its own limit, the cpu cant keep up with it(cpu bottleneck), or the game just isnt demanding any more.
