Hi there,

I have an i7 6700k which is cooled by a Dark Rock 3 Cooler (not the pro version)
I am getting a stable overclock of 4.7Ghz at 1.380v. Temps peak at 70C but stay around 55-60C at 100% load.

Is this good or bad?

It's not too shabby, I've seen worse. Some of those i7's have had reported stock voltages North of 1.4v.

By comparison, my i7-3770K can do 4.9GHz at 1.32v, 74°C p95 26.6 small fft, but is currently sitting at 4.6GHz 1.216v.

So cpu lottery has a lot to do with how far you can take an OC.
