I upgraded my graphics card to an RX 470, which requires 460W. I Went to the store last night and picked up a 600W EVGA PSU. Only to return home and have my PC not boot up. The light on the MOBO is on but the PC doesn't start up. I tried everything. even disconnecting, then reconnecting, multiple times. I think the PSU isn't compatible with my MOBO. Any advice on how to make my PC boot?
PC specs:
PSU: EVGA 80 PLUS 600W ATX
MOBO: Dell m5dcd motherboard
GPU: ASUS STRIX RX 470
RAM: 4gb
CPU: i3-2120 @3.3ghz

I doubt that the power supply is incompatible, but it could be very possible. Sometimes companies like Dell will have proprietary plugs on their mobos and power supplies. What I would look at is make sure you have everything plugged into the motherboard and check everything one last time, then check the to see if the dell power supply has any plugs that your current PSU doesn't have. Make sure you didn't knock out your power button connection too ;)

Yea, I think they are incompatible because I tried with a different PC, and it worked, but the problem is that motherboard doesn't have a good CPU, and doesn't support my CPU. Any suggestions on a MOBO that is cheap but still compatible with my parts?

Unfortunately as this is an older board they don't seem to available, so I would look on newegg or amazon and see if you could find any LGA 1155 boards with some good reviews. Most of whats available is mini-ITX so they only have one PCI lane if thats okay with you this one seems to work fine.
