Performance issues while recording Tom Clancy's The Division

To start, I apologize if this is in the wrong thread.

Background
I want to do YouTube gaming and I really enjoy playing The Division and Rainbow Six Siege.

Issue
The Division seems to be an intensive game and I've read guides everywhere to help performance and none of them seem to help too much, if at all. I use OBS Studio to record while playing the Division. While recording I get loading issues while traveling the dark zone and some stutters and a few freezes an hour. I would really like to record at 1080p60 but maybe my PC doesn't like it. I struggle to keep 60FPS.

Note that while I run the game and OBS I am also using Voice meter banana and Discord.

Is there anyone that may have a suggestion to fix or at least relieve some of this issue?

Bitrate: CQP @18
192kbps audio

Game settings
All low as possible

Specs
i5-4690K @3.5GHz
Gigabyte GTX 970
OBS writing to a Western Digital black 7200RPM
Game running on an SSD
 
Solution
Use process Lasso to assign the division and OBS separate cores.
I had similar problems with it on my i7.
