Intel i5 6400 running at 3.3 GHz (all 4 cores) constantly, even under no load

I know this isn't a problem per se, but is this okay? My temp is showing only 26C so I know there isn't an overheating problem, but shouldn't this CPU be running at 2.7 GHz under no/low load? I thought Intel's Turbo only activated during high load.

Does anyone else who has used a 6400 get this, or is it abnormal?

Solution
Look at your bios ufei settings and look at the default clock speed and look at the auto turbo clock.
If auto turbo clock is enabled, whenever your cpu gets underload or full load, it will clock up to a certain speed for that time.
Then when the apps/games is finished it'll drop back down automatically, for proof open up task manager in full view.
Click on the performance tab, run a app like office, firefox or google chrome, look at the task manager.
See windows clocking up your cpu speed for an app and drop it back to normal ?
Nothing to get too worried about my fx6100 does that, my default speed could 3.1ghz, I set the max oc speed to 4.0ghz.
So if i were to run metro 2033, my cpu clock speed goes all the way up, then when I'm done...
