Terrible FPS and stuttering with a brand new GTX 1070 Strix

I got a brand new GTX 1070 Strix hoping that I would be able to run difficult games like The Witcher 3 and ARK: Survival Evolved. When I installed it I realized that I can't even run games I USED to be able to run like GTA V or Overwatch. When I play Overwatch I run at a fluctuating 30-60 FPS and in The Witcher 3 I run at a solid 40. I even turn these games down to low settings and it barely makes a difference. My specs are GTX 1070 Strix (current drivers: 378.49), i7 4790k 4.00 GHz, 16 GB RAM G.SKILL Ripjaws X, 1tb Hard Drive (around 230 GB free), 700W power supply, Win 10 64-bit. I keep the TweakII settings at a regular Gaming Mode.
 
What resolution is the monitor you play games on? If it's 1440p the fps are about normal, altho maybe not on low settings.

If it's 1080p then you could check your CPU usage, but I doubt your CPU is an issue. 8GB of RAM could be though. I regularly see over 12GB of RAM usage in Witcher 3.

Check GPU, CPU and RAM usage in game and see whats getting maxed out.

1080p monitor. My CPU runs perfectly with everything so I doubt that's an issue. I do see RAM as being a problem but wasn't sure if that affected FPS. I'll get 16 GBs and see how it runs, thanks!
