Why cant I play certain games

So I have a i7 3770k and a 980ti with 16gb of ram.

The problem is that on certain games like Arma titles I cant even maintain 60fps. Arma 2 is always less then 20fps. Arma 3 is stuck around 30. I'm not sure if this is a bottleneck considering both gpu and cpu is staying around 10-30% usage.

Also I'm upgrading my cpu to ryzen when it comes out and also play on a 1080p monitor

You have no bottleneck in that system for a new CPU to fix. I moved from a 2600K with 8GB of DDR3 1600 to a 6700K with 16GB of DDR4 3200 and kept the same 980 Ti. My average FPS went up by less than 5. Your problem is elsewhere.

You have legit, fully updated copies of all the games?

the ryzen upgrade should fix you're problem, but just in case, check your settings on the game to check they are nothing extreme, also, it is evident your cpu is bottlenecking the 980 so the ryzen will be ideal

Sorry for the insane late reply. Didnt get a email so I assume no one answered my question. My temps are fine. Never above 75 on gpu and 60 on cpu. The settings are on high or medium and low same performance and its on 1080p but this is also for bf1 where the game doesn't use full usage on gpu which cause fps spikes. Also the 980 ti is the Asus gold edition
