ok so, what good graphics card would fit in a dell optiplex 755 MiniTower?
it has windows 8.1 64 bit
4gb of ddr2 ram
600w power supply
current card is a radeon r7 240
cpu is core2duo e8400 planning to upgrade to core2quad q9650 and can it handle 8gb of ddr2 ram?

Your PC will definitely handle 8GB as long as your slot can handle it. I don't know what your motherboard is so it will be great for me if you can check it. As for the GPU, a 750Ti or 950 will be enough, as your CPU will bottleneck its performance. You will be able to handle most normal games with a quad CPU, so it is worth upgrading. Make sure to see if the graphics card will fit into your case, as I have seen some cards have lengths of high-end cards. Other than that, everything looks good.
