gpu clock fluctuating causing fps drops in games

recently RMA'd my r9 390, got a new one back. Now when im playing games my core clock isnt hitting more than 700 mhz when gaming (playing planetside 2) its sitting idle at 300mhz, but when im playing its fluctuating between 350-700mhz, and hitting 90-100% usage. Before RMA i was getting constant 60fps even in large battles, but now i barely get 45 in battles.

fx 8320 @4.0Ghz
16GB hyper x 1866mhz ram
MSI R9 390 8Gb
750w corsair psu
gigabyte 970A-D3 mobo

i have a custom fan profile on MSI afterburner, but that shouldnt effect clock speeds?
(played the division and it clocked up to max, seems to be only with PS2)

In the Crimson drivers under its global settings you'll find out an option called "power efficiency", responsible of lowering the clocks of your GPU when it thinks it doesn't need to run it at max speed while gaming, disable it and see how it goes. Check also under the game profile inside Crimson drivers as well, it might be enabled only for the game you're having issues with.
Well, the first problem that would come to mind is a driver issue. Have you tried rolling back drivers using DDU (Display Driver Uninstaller) (http://www.guru3d.com/files-details/display-driver-uninstaller-download.html). See if you can roll back to the last stable driver that you've used and see if that helps clear things up.

I doubt it's a heat problem.

ive been using the same driver from when i RMA'd it, and nothing new has been released since [re installed same driver after getting card again] (rma only took a week and a half)
 


I think that you should still use the DDU to uninstall all traces of the current driver from the GPU and fresh install the that driver onto the card.
