Horizontal flickering lines on display.

I have short bursts of flickering lines showing up on my display at random intervals.

My display is a Viewsonic VA2248 and is connected via DVI-I > DisplayPort using an adapter, I tried using another cable via straight DVI-I and the same problem occured, could my monitor be dying?

I also updated my drivers to no avail.

Solution
Try running monitor with different power source if you have one, or at least try different wall plug, preferably in different room (it could be a problem with power network interference).
Lines on the monitor COULD indicate a RAM problem. You could try re-seating the RAM and see if that has any affect. If that does/doesn't resolve the problem, I recommend running MemTest (http://www.memtest86.com/) overnight and seeing if any errors are discovered.

Another problem could be the seating of the GPU, try re-seating that as well.

Do you have any other ports on your GPU? It could be that the DVI-I port you're using is defective. I would recommend also trying out a different port on your graphics card.

Okay, I followed your advice and re-seated all my RAM, I also checked the GPU and ports, I also swapped my DVI-I to DisplayPort adapter to another port.

The problem is still there.

I will run memset overnight and return with results in 10-12 hours.

I just hope that it catches something in the RAM.

I ran memset for 9 hours and not a single error was found.

I think my monitor is dying for sure now.
