Computer isnt turning on

I'm new to this website so I'm sorry if this is posted in the wrong place.

So before this happened, I was playing Counter Strike: Global Offensive with a few friends. I have my FPS monitored at the top left of my screen and noticed they went from my normal 180+ down to 20 and stayed around that number. This never happened before but I've had similar experiences when they drop to like 50 or so and instantly rise back up, but this time it just stayed at 20 and caused horrible lag. I told my friends I'd restart my computer, but clicking on restart wouldn't do anything so I wanted to look up this problem online and found out Firefox or any other application wouldnt open at all. So I turned off my pc and it wouldn't turn back on. I bought a brand new PSU since I thought that was the problem. (The PSU I was using was 550w and the new one was 1075w) The computer still wouldn't turn on. I even tried crossing the power and reset pins on the motherboard with a screwdriver, still no luck. Any ideas? The specs are:

Motherboard: MSI 970A-G43
CPU: AMD FX-6300
GPU: MSI GeForce GTX 950 2GB
Ram: 16GB DDR3
PSU 550w (at the time)
Windows 7 64-Bit

Okay a bit of clarification pls
>The applications would not run, but the Windows was still operating? Mouse pointer would still move normally? keyboard working? Or does the comp just freeze?
>You pressed Reset on chassis and nothing happened?
>You turned your PC off - using Windows logout OR by pressing Power button on chassis OR turning power off on PSU?
