I have a Dell Studio XPS 435t/9000 that currently has a 475W power supply, AMD Radeon 5800 Series, Intel(R) Core(TM) i7 CPU 920 @ 2.67GHz, and 16Gb of DDR2 Ram. I want to upgrade my power supply and my GPU can I am thinking about getting a 650 Watt Power supply and the XFX RADEON RX 480 8GB Custom Tuned OC Graphics Card w/ Backplate. My question is will the i7 920 be able to handle the new graphics card or is it time to think about upgrading to a new machine?

yes it wont bottleneck. Im not quite an expert on radeon cards but im pretty sure that Power supply wont handdle it... Appart from that nothing wrong. The PC is perfectly fine, but i would as well purchase a thougher PSU.
