Blue screen upon startup with error 0xc00000 and no USB power to keyboard/mouse

Hi and thanks for reading. One day not long ago I was on my computer playing World of Warcraft most likely and all of a sudden my Chrome browser popped up and kept opening new pages non stop. It must have opened atleast 200 pages I think. After a while I got it all closed and thought it was some kind of hiccup and nothing to worry about. Now that has not happened since and I don't know if those Chrome pages opening like that has anything to do with the problem I'm having now but I thought I'd mention it anyway. I don't remember if this happened right after the issue with Chrome or not but I think it was around the same time. My PC reset on its own and after the reset it had a blue screen with the error 0xc00000 and my keyboard/mouse did not turn on.

This 0xc00000 error is still happening and so is the thing with the keyboard/mouse not turning on.
After I press the reset button on the computer a few times then it turns on normally like it doesn't have any problems.

Something happened yesterday also. The computer reset on its own and I got a blue screen with a very shady looking message. "Oops your computer ran into a problem and needs to restart. If you contact a person about this issue give them this code." And then it said some code there that I don't remember. This really didn't seem like a Windows 10 thing to me. Maybe I have some virus?

The other issue I'm having is this. If I'm playing a game and then I open Chrome and a few pages I get an error message telling me "Your computer is low on memory please close these applications" Sometimes this error comes up when I'm just playing a game and don't have a web page opened at all. Usually I just press cancel on the error and it goes away but if I keep opening more pages in chrome it will crash the game and or chrome. I remember having this low memory error problem before too it was a long time ago though and I don't remember if I fixed it or if it went away or what.

I'm thinking I need to reinstall windows? It's kind of a pain to have to reinstall everything and get everything set up but If I have to do it I will. The only thing about that is the Windows disk I have is Windows 7 from my old Alienware computer. So I'm assuming I'd be able to install Windows 7 from that disk and then once I get connected to the net it would upgrade to Windows 10?

The 980 Ti Classified and the Asus Swift monitor are in the process of RMA right now :(

The Seasonic PSU is also dead and needs to be RMA and they are making me jump through hoops right now to get it done. This PSU has been nothing but problems since I bought it and when it died I sent it in for RMA and they sent it back with no indication of what they had done to it. I called them and Joe bloke told me that they had repaired it but he didn't sound very confident about it at all. I figured they must have sent me a working PSU back and not the same broken thing I sent them and since I already had a working PSU in my computer I figured I'd be lazy and put the Seasonic back in at a later time. The time comes when I'm not lazy and want to put the Seasonic back in and guess what it doesn't work. Now I'm trying to get them to give me a shipping label because I'm not going to pay another $30 to ship it to them a second time it's ridiculous.
