Is there a good way to improve hard drive speed, Windows BoostReady, eBoostr?

My work laptop comes with a mechanical hard drive. This hard drive is very slow. Because the company policy, I cannot replace it with a SSD. But I can add a fast sdcard, or USB drive.

OS: Windows 7 Enterprise 64bit
CPU: i7-4610M (3 GHZ),
Memory: 16GB

Usually the memory usage is 90%. I am running SQL server database and Visual Studio in this laptop. Thanks.

memory usage should not be that high you may have a memory leak. open task manager then click the memory tab. to see what is been used. is is svchost.exe by any chance this is windows update stop this and set to manual
