Would buying a New video card and A10 8750 be a good Ideal ? will I see a good increase in performance in fallout 4 ?

Solution
Your current processor scored 4631 on passmark.com and the A10 scored 5510. So just based on that, it looks like maybe 15% increase in performance.
The 750ti scored 3693.

You can definitely get a healthy bump by going to a GTX 1060 (scores above 8000) or higher GPU but upgrading the processor in my opinion is not worth it.

Solution
You shouldnt be buying an AMD processor at this point. Any processor on the FM2+ platform would not perform well enough for a quality experience on Fo4.
AM3+ processors are not worth the money, let alone the motherboard change as well.

Make the switch to an intel platform, along with a newer GPU if you want to run Fo4.

I ordered A gtx 1060 ! I couldn't afford to go with Intel cost too much. I went FX 6350 and upgraded the memory to ddr3 2133. I can upgrade further later.

With 8gb G.SKILL Ripjaws X Series DDR3 2133mhz
And
MSI GeForce GTX 1050 Ti DirectX 12 GTX 1050 Ti 4G OC 4GB 128-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card.
