Graphics Card MHz goes from 324 to 3000 for no reason

my graphics cards MHz keeps rising to 3000 for like a second at random times. I'm wondering if this is normal or if its something i need to fix?

Unrelated, It also keeps giving me black screen and not coming back on un till i unplug the graphics card power and re-set it. The computer still works fine when the screens go off just no signal going to them. I've done tests and its not the graphics card because i tried with another and the screen still went off.

Yes I've heard similar things from other articles I've found, There are also like 50 other things people have found that can cause it which I tried a few of last night such as going into afterburner and changing setting to "constant power supply" and haven't had a problem since so fingers crossed.

My specs are :

Motherboard - Gigabyte Z170-GAMING K3

CPU - Intel Core I7-6700K Processor

GPU - MSI NVIDIA GTX 970

PSU - Corsair CP-9020103-UK CX Series CX650M (82 Plus Bronze 650 W Power Supply Unit)

RAM - 8gb DDR4

Not 100% sure about the random boost in clock, but I think the problem might be your PSU. If there is no signal going to it, that might mean your GPU is being starved of power. What are your system specs?
