No you can't, you need to buy a legitimate OS license, any other means of acquiring it outside of Microsoft or its' authorized OEM partners is illegitimate. You will run into nothing but problems acquiring Windows from any other source. This is what I would suggest:

Im trying to keep it under 780 usd. I have peripherals and a laptop that im pretty sure i can download windows off. Usage mostly gaming.
