while waiting for my HDD im using a old OEM Samsung HDD is it why my pc is running bad?

i5 6500
Evga 1050 ti sc 4gb
Corsair Vengeance 8gb (2x4gb)
while i wait for my HDD to come i pulled a Samsung 160gb out of a old OEM and wanted to see how my computer ran i installed gta v and its having bad freezes from fps drops could it be the bad read write speeds on the HDD because a i5 6500 and 1050ti should easily run GTA V

HDD write speed is 23 MB/s
and Read is 41MB/s

You already just said your HDD benchmark is 23MB/s. Considering most HDDs nowadays hover around 100-150MB/s for sequential write performance, that's a pretty noticeable difference.

Old Samsung drives aren't exactly awesome to begin with. Adding in the age, I wouldn't be surprised if there's some bad blocks and physical defects, which could hinder your performance even more.

Slow, struggling drive could certainly cause loading freezes or crashes. Essentially, games are designed to expect the drive to keep up with a certain level of performance for loading files. You don't need a SSD or anything but your storage drive just has to keep up. If the drive is too slow, then the game will freeze or stutter while waiting for the drive to catch...
The read and write speeds are meaningless w/ context. What resolution, what PSU ? Fresh OS install ?
