Looking for advice on new partial build

My current rig, 4770k, 670gtx, 8gb ddr, has been going strong for a little over 4 years now. It was my baby, got it for myself after boot camp as a little treat. Well im pretty sure it needs to be put down. I started school this semester and got my PC and flight sim setup nicely in my apartment. Everything was going great until last week i delivered about 3 static shocks to it via my joystick. Its very cold and the air is super dry, leading to lots of static buildup. The computer boots, however non of my gaming peripherals work when i plug them in. Joystick, steering wheel, yoke, rudder pedals, nothing. Strangely the mouse and keyboard continue to work.

The computer runs, however it acts strange. Will hang on the shutting down screen forever, programs wont start, stuff like that. So im pretty sure something is fried on the motherboard. I got all new drivers, new BIOS, tried all the USB ports, nothing.

Between my tax return and some extra money im willing to spend, my budget is $950. My plan is to get a new mobo/cpu, fan for CPU, DDR4 ram, and new HD for the OS. And i will reuse the case, PSU, my game SSD, and the GPU (i know its super dated, but i just cant afford a new one now). Was looking to see if anyone can help me with picking some parts. Ive been out of the loop for a while when it comes to hardware. I do plan to overclock the CPU.

I also thought about keeping the 4770k, and just replacing the MOBO, and using the extra money on a new GPU, RAM, and OS? But idk if it would be worth spending the money on a MOBO for a 4+ year old CPU

if yuo can wait 2 weeks, Ryzen will be out, which is rumored to be competitve with Haswell/.Broadwell (thus within about 10% of Kaby Lake), for low relative prices.

However, $950 can get you a really decent Kaby Lake PC as well. keeping your current case and HDD, here's what I would do:
