Rx480 cpu bottleneck while streaming

If I was running an rx480 4GB and utilizing all of its resources, what would be the cheapest processgor I could pair it with it where it would not be bottlenecked while streaming Witcher 3 using OBS, h264 encoding, outputting at 1080p 30fps

For Witcher 3, 1080p, 30fps any recent chip with at least 4 threads will be good enough.
If you plan to stream or record using OBS look into something with atleast 4 physical cores, perhaps with more than 4 threads.
So atleast a decent i5, with enough budget even an i7.
The mentioned FX-8320/8350 is also a good choice for the multitasking aspect, but it shows it's age and low IPC in recent games.

Note that OBS supprts the NVENC from nvidia cards starting with the 600 series and QuickSync from modern Intel CPUs starting with SandyBridge.
Both don''t have the exact same quality as the x264 renderer, but they don't tax your CPU since they run on specialized units in their respective chip.

An Intel core i3 7100 goes for $119.99 and will handle about the same as an i5 6400. Including GTA V, with an average framerate difference of 7 frames on high, 58 for the i3 480 combo and 65 i5 480 combo. Other games have even smaller gaps and some none at all. The CPU will not bottleneck the GPU, but may not be sufficient for the game and the settings you choose for said game. So you can't crank up settings even though the GPU has no problem keeping up.

The FX 8xxx is old but still has great performance at multitasking.
