IS it PCI E 3.0X16 or are they saying you can use a PCI E 3.0 card ? because you can do that on a PCI E 1.1 x16 with a 3.0 card

Pcie is backwards and forwards compatable. Even if the hardware says pcie2.0x16 it'll work in a pcie3.0x16 slot and the other way around.
