Does a fried PSU mean a fried motherboard?

We had a power surge and unfortunately my PC was connected only to a power bar/surge protector. The power bar is fried as is the PSU. I just replaced the PSU, installed it with NO success in starting the PC. Is it safe to assume my motherboard is fried?

Sounds that way but its also possible there is more damage than just the motherboard. What PSU did you have? A high quality PSU gives far greater protection than some low end unit.
