New Build booted up windows, then turned off and won't boot to bios

HI everyone, last night I built a new rig with case, mobo, monitor, ram and cpu, everything else I used I took from my old rig. I was able to check the bios, everything looked good, ram was detected, fans spinning and temps seemed good (26C CPU). I booted up windows for about 20 mins when I decided to hook up my new monitor. Turned on and everything looked fine for about 2 mins until the PC shut off and I could not get it to boot, however the mobo lights and gpu lights were working. I read through many articles here and it seemed like my PSU was suspect ( I do not have another to try) so I tried to paper clip test and failed about 5 times. The fan would not move at all, no sounds no burning smell. I tried disconnecting all peripherals and reseating the ram but nothing worked. I checked the Case pwr switch and it was still plugged in correctly. Any help or thought would be appreciated.
