1TB HDD shows up as 2TB

I just built a new PC and was trying to format my 1TB WD Black HDD that I planned to use as a storage drive. The formatting failed and tried again a couple times. Before whenever the formatting failed it would be labeled as "RAW", "healthy", and about 1TB by the disk manager. After the latest failed formatting it is labeled as nothing, "healthy" and 2TB by the disk manager. Now all of the options when you right-click on the part where it shows the partitions are greyed out (except help). When you right-click on the part where it says the drive number all the options are greyed out except "convert to dynamic disk," "offline," "properties," and "help."

Every part of this build is new and the only things I did with the build before this happened was install windows 10 and the motherboard drivers.

Is there any way to fix this?

I tried it but it didn't work. When I tried to make a new partition on the drive an error message popped up saying "Unable to create partition: MBR or partition table contains invalid records."

Are there any other options or is the HDD busted and should be replaced?
