Looking to buy a used PC and later upgrade it to a budget gaming beast, but where exactly would I look for used PCS? Nothing special, just a cheap $70 system or something with a old- gen i3

any local computer shop or non profit organization that refurbishes donated computers. be careful though, if the case is too old then you may find a newer PSU will not fit in it
