Strong build but very low fps in CS:GO?

Hello Everyone, sorry if Im posting in the wrong place and sorry for my broken english.

I've played CS:GO for more than 1000 hours, mostly on my old rig and never had problems with it. That rig was running intel core dual quad cpu , GTS 250 1 GB and 2 GB of ram. I've made a new build recently, running on i5-6500, GTX 1070 and 8 gigs of ram. Both rigs are running on the same settings in CS:GO (1280x1024 res, lowest settings), and the oldie is getting from 160 to 220 in open areas and even 280 in closed areas, the new rig is getting 80-140 max, everywhere on every map.

My Nvidia drivers are up to date, vsync is off, I've changed the priority of gpu, fps stay the same. I've even put max fps 900 in launch parameters and fps max 900 in console, but i cant go over 140 and on HS only FFA servers with 24 players I'm getting from 20 to 50 fps.

Any ideas how to fix this issue?
