I get a [amd a10-7870k GTX 750TI 8GB ram DDR3 1600mhz] I just played Overwatch [Low Settings 1080p] and i get like 40 50 fps MAX In Counter-Strike Global Offensive all low 1024x768 and i get only 100 fps. That's a normal FPS rate?

It is mainly because of your weak CPU, but even GPU is low tier , so I would say yeah, FPS is normal or little bit under normal.
