My New Build PC wont turn on. It Flashes then nothing

I have recently been building a PC and when i finally thought i finished apparently not. I plug the PC in then switch it on. Press the ON button then all the LEDs flash for about a second then nothing. I unplugged the power cord and does the same thing again and again. Can anyone help me please. Thank you

Either find a skylake 6*** series processor to update the BIOS, or return the board and get h250 board or return the processor and get a 6500. All will have basically the same result

I Plug the power cord into the wall and switch it on then switch the PC on at the power supply. I press the PC ON button then flashes once then nothing. I unplug everything then plug it in again and press the on button then flash on the LEDs like last time then nothing. Every single time I have turned it on it always flashes then nothing.
