Graphics Card Underperforming (Monitor an Issue?)

Greetings!

Yesterday I finally got all the parts in for my PC. I'm a newbie at this so it took me several hours to figure out how to put it all together but needless to say I was proud when it was all finished x)

Specs:
Motherboard - Gigabyte LGA 1151
Processor- Intel Core i5 Quad Core 3.2 GHz
Graphics Card - Radeon RX 470 (450W)
RAM: DDR4 16GB
Power Supply: 600W

The most expensive and largest part by far for me was the graphics card. I want to do a lot of PC gaming. However I tend to play games such as League Of Ledgends, The Sims, and Civilization rather than graphics heavy games such as BF and GTA V.

From what I read my graphics card should easily suffice for my gaming tastes as it easily knocks out 50 FPS on high settings on GTA 5. However, while I've noticed graphical improvement in certain areas, FPS is still fairly sluggish on all three games listed above.

The system I had before was fairly "archaic". A general ($300) business system not made for gaming and in order to play ANYTHING would have to be on the lowest settings. However, even on the lowest settings could still knock out 50 FPS in League and 20 - 25 FPS on anything moderate.

With the new graphics card however, League only runs at about 30 FPS across ALL graphics setting and the Sims and Civilization have shown very little improvement.

I feel the monitor may be an issue. It's older with no HDMI port. I had to purchase a VGA adapter in order to plug it on the back on the graphics cards. I was planning on investing in a new screen soon but will have to do so much sooner if it's the issue with the low FPS. However, I'm not entirely sure.

Any suggestions?

The "perfect" build has both GPU and CPU running at stable 100%.
If your GPU is running at like 50% while your CPU is running at 100%, it means your CPU is bottlenecking your system. That's a very popular problem, because most people underestimate the utility of the CPU in a gaming rig.
If your CPU is running at like 50% while your GPU is running at 100%, it means your GPU is bottlenecking your system. That's a little bit more rare.
If both your CPU and GPU run at less than 100% (in game of course), it means that something else is bottlenecking your system. That's very rare.

"i5 Quad core" is not a valid description. Give the model of your i5, it matters a lot.
