case fan controller malfunctioning

So i recently moved my whole computer from one case to another. and now my computer won't start so i am tryiging to diagnose the issue. The power button lights up but none of my fans will start and obviously the screen is blank aka won't go into the bios. The case fans also don't start and they are not connected to the motherboard they are directly plugged into the PSU. the only part of the install which i know didn't go well was that i had inadvertently put the PCIE cable from the PSU into the CPU socket on the motherboard now i never started the actual computer bc i figured out my mistake pretty quickly and put the right cable into the motherboard socket. So does the fact that my power button will light up but my pc won't even boot into the bios and the case fans aren't spinning even though they are connected to the psu mean my psu is defunct or is my motherboard the issue?
